Look into implementing a graphs view for US Counties

now that we have US County historical data, we can likely create graphs similar to the states and regions, etc. We can also do the New Cases moving average, but limit to 3-days rather than the full 7.

Work to abstract this as much as possible so it isn't US specific in case we get subregion/county data from other countries other than the United States.
