Should I expect OpenXR to work without selecting an additional plugin?

If I enable OpenXR support in VIU and uncheck all the other plugins, then hit play in one of the example scenes, I get messages in the console saying my devices are connected, but I don't get any VR movement. Everything works as expected with Oculus enabled.

Unclear what was different this time, but I created another fresh project, enabled only OpenXR from the start (haven't imported any other plugin), and I am getting correct VR function now.

I'm going to try and add the Oculus XR Plugin Package as well (without enabling it in VIU settings), and see if this causes things to break.

It's still working this time after adding the Oculus package.

Things are working as expected this time around with OpenXR but not Oculus enabled, but I'm going to leave this open in case it happens to anyone else.
