2023-05-05 high contrast pdf is same as standard pdf

It looks like the high contrast PDF is the same as the standard PDF for version 2023-05-05. The file has the correct name, but does not appear to have the high contrast features.
Also, Page 9 text for the components is missing. There is just the black bubble for the component names/hyperlinks
