Include `i32.sext`?

I noticed in FutureFeatures.md a reference to i32.sext for sign-extending an N-bit value to 32-bits, where N is provided as an operand. Is there any interest in providing this instruction for this proposal?

We discussed this in the Feb 6th CG meeting, and decided not to include this instruction in the proposal.
