This repository contains useful code but it is unmaintained. To create WWT tile pyramids, the current recommendation is to use the Toasty tool.

This SDK support the development of pipelines for large scale processing of WWT compatible TOAST and Mercator projected Tiles for both image tiles and DEM tiles, including sky and planetary surface images.

You will need the Wix installer tools for visual studio to build this project and create a setup.

This builds in Windows with Visual Studio 2013, but code can be adapted to run in any .net environment.
