Add the ability to control rotations to the color wheel sensor

• Add the ability to accurately move the control panel
• check the color wheel to verify and only run when the climber safety flag is up

Climber doesn't exist and am confused about implementing checking to verify, but color wheel can move 3.1 rotations which should be enough to accurately fit within the range.
