Update tool for Pro

DEQ DERR staff would like to be able to use the tool in Pro in anticipation of the eventual deprecation of ArcMap.

I'm pretty sure that an upgrade to Pro would require a complete rewrite but @steveoh would know better.

yah, not a problem, we just want to be able to set their expectations
correctly. A rewrite is totally fine and acceptable. We will see when
they have an appetite for it. It may not be for a while

I don't think this would be a complete rewrite because this tool is built with python. Had it been written with arcobjects it would be a different story.

DEQ approved the rewrite at an estimated 50 hours.
Not too difficult as long as API’s are all in place - probably 20-30
