The pod specs are part of the main CocoaPods specs repository at https://github.com/CocoaPods/Specs.
This repository contains additional work versions / drafts of specs and a set of tests. In order to install the specs from this work repository, you can add it as an additional CocoaPods specs repository via pod repo add:
$ pod repo add lcl https://github.com/aharren/LibComponentLogging-CocoaPods-Specs.git
