The user cannot view tickets from the frontend

In the new version, the backend-filter is triggered on any action. In the old version, only manage was filtered.

What steps will reproduce the problem?

Get list ticket from frontend - /support/ticket/index

What is the expected result?

Tickets must be visible from frontend

What do you get instead?

Error 404 Not Found
