How to fix:
Change the URL from:
https://dumps.wikimedia.org/simplewiki/{date}/{lang}wiki-{date}-pages-articles-multistream.xml.bz2
to:
https://dumps.wikimedia.org/{lang}wiki/{date}/{lang}wiki-{date}-pages-articles-multistream.xml.bz2
