Option to send/receive data only when on WiFi

Many users have limited data plans. It may be desirable that they want to update reports/send data to our servers only when connected to WiFi. We should provide an option for this.
I've added an Asana task for this. Let's try to keep tasks on there so
they don't get lost.

Hi Gaurav: Asana is our internal issue tracker. I forgot this forum is publicly viewable. Nevermind. :-)
That kinda makes it hard to contribute to this project. :/
You're right. We've only just started trying to merge the internal
research workflow with the external community, and this is one of the
bumps. Please don't feel discouraged. We'll try to find a solution
that includes contributors like you!
