IS SQUARE A SECURE POLYGON ?

I was introduced to this problem by Dr. Pradeep Sarvepalli, Associate Professor in the Electrical Engineering Department, IIT Madras. At first it looks like a tough problem but it surpirsingly has a very elegant solution provided by Dr. Emily Riehl.
The code finds the co-ordinates of the 16 or less blocks required to protect the target from the assasin for a sqaure.
