That Redmine plugin provides functionality, to change the authoring information of an issue. In many cases, e.g. getting ticket-request by email, an author-information has been set to "Anonymous" user by the redmine system. Because of workflow purposes or "pro forma", the ticket could be assigned to the an different author. The plugin only allows assigning ticket to members of the project, that ticket is in.
