Very delayed transcripts when using Connect-KVS audio ingestion

When using Connect KVS ingestion, we are now noticing significant delays in the transcript latency. This issue does not affect Chime Call Analytics, or WebSocket ingestion - only Call Transcriber Lambda and Connect-KVS audio

Issue traced to very small audio chunk size setting in Call Transcriber Lambda. Same problems as #138

Fixed in v0.8.13
