Bug: Setting Toggles Flip

There's unexpected behavior on the settings for the problem set.

Steps to Replicate:

• Created a new problem set
• Left both problem set controls at their default of off
• Added four problems
• Pressed "Done"
• Toggled "Include my work when sharing" to on
• Clicked on one of the problems in the set
• Went back to All Problems
• The toggles showed as flipped, so "Require explanations" was now on and "Include my work when sharing" was now off

Expected behavior:
Both toggles should be off by default. When switched on, the correct action should be taken (explanations should be required for anyone going through the solve version of the set; any included work should pre-populate in generated solve versions of the set). These toggles should remain in effect for the set until the user interacts with the toggle again.
