missing bp_genbank_ref_extractor script

Hi

I don't know when the split from bioperl-live was made, but I only saw it now. Should the bp_genbank_ref_extractor in scripts/Bio-DB-EUtilities be moved to same place as bp_einfo now? I had only committed to the bioperl-live at the time.
