no Bio::EUtilities module actually exists

Despite the distribution name, Bio::EUtilities, there is not actually a Bio::EUtilities' module. While this is not a requirement, I am faced with people that find that confusing. I guess this could also become a problem if another distribution ever includes a Bio::EUtilities' module.
So maybe we could add such a module with documentation only?

@carandraug agreed. Maybe a simple .pm with a pointer to the Bio::DB::EUtilities and Bio::Tools::EUtilities modules?
