Empty eclipse scout application
This application is working scout hello world application.
Added all changes up to the version 6.1. in "ui.html" project:
- everything under main/js, "less" files for styling are added
- inside WebContent different changes for 6.1. support, login/loguot etc.
Added single project to debug and run application "all.app.dev" project.
- added configuration and pom.xml with all needed resources as dependency
- added launch file for eclipse run/debug dialog
