Add commands for ignoring/unignoring text channels

Done in the rewrite, not sure if ignore 'all' is a very good idea lol.

@iCrawl: The version of this that was in the original bot let through permission-restricted commands regardless, so locking yourself out of the bot wouldn't be an issue. (Even if you did ~~ignoreall, you could still use any of the unignore commands (and I think we also let ~~prefix through too, I don't remember))
