No packages in Debian

I wanted to use the CLI tool ndcd-detec but it seems that libhdcd is not yet part of the Debian 10 (Buster) packages: https://pkgs.org/search/?q=libhdcd

It was included in Debian, but then was removed for a reason I don't remember now. I think just that nothing in the archive used it as a library. It's really easy to build yourself, though.
