unzip on the desktop the devreorder-master folder I run the devicelister program of the release folder and it gives me an error of

@drewdty @ylluminate I'm unable to reproduce this error on a fully updated Windows 10 version 1903 system. Given the error you're getting is that it can't find or load DirectInput, I'm thinking the first thing to look at is whether DirectX is properly installed.
What happens if you right click the start menu icon, pick "Run", enter "dxdiag", and in the DirectX Diagnostic Tool window select the "Input" section? Does it display your input devices?
If that doesn't help, what happens if you try reinstalling DirectX?
I get a different error when trying to load devicelister. Already checked dxdiag, and it can see controllers. If I hit continue on the error, I get a window with no controllers listed.
