[plot_TI_by_speed] Add in legend the percentile value used for deriving the Representative TI

At the moment the TI functions allow to give as input the percentile value to use for deriving the Representative TI. This value is however not shown in the plot. We want that the percentile value used is shown in the legend of the plot.

the plot_TI_by_speed legend is now reporting for the representative TI the input percentile value given to bw.TI.by_speed(). See example plots below.
