Create a "report a list" button

We should add the ability for people to email us about public estimates. The reasons for this could be:

1. A variant is included by the script that shouldn't be included
2. A variant that should be included is missing
3. An advocacy group and/pr expert wants to provide feedback on the accuracy of the estimate
