Tests tools for Rigol MSO5000 oscilloscope

- multi-platform portable code intended to test Rigol MSO5000 SCPI commands over Ethernet especially to retrieve as fast(and as reliable) as possible waveform data, this code also benchmark the SCPI commands/data exchanged between the PC and Rigol MSO5000
- waveform_bin/ contains 010 Editor Template to parse Rigol MSO5000 Waveform *.bin files (include some examples)
