32-bit scons build can't find zlib

Even after all the fixes in PR #359 which make scons work on Windows for 64-bit builds, for some reason, the 32-build still can't find zlib or the other libraries when installed via vcpkg with for x86-windows. I even used dumpbin to make sure the installed libraries were 32-bit, and quadruple-checked that they were in LIBPATH.
