Batch merge confirmable duplicates from HOST related import

We need to come up with a checklist. If all steps in the checklist are true, then it is OK to merge the "names".

Checklist

• The name is a homonym with parent name string matching another parent name string
• The name has author matching target author, if present
• The name has year matching target year, if present
• The name has UCD specific attributes
  • A HOST identifier, not a TaxonNameID identifier

Merge steps

• Identify the set of names to be merged
• Ensure no child names exist for the target to be merged
• Identify valid taxon name id, and invalid names
• Rename all OTUs to the valid taxon name
• Move HOST identifiers from "invalid" taxon names to valid taxon names (or, should these be moved to the OTU?!)
• ...
• Destroy duplicate name
