[staging] Primary filter type color is not changing to blue according to specs and has no hover state

Description

When filtering, selections should display in blue in filters and in plugin category, also, there is no hover state for these pills

Steps/Code to Reproduce

1. Go to https://staging.napari-hub.org/
2. Click on Plugins on top menu
3. Apply a filter for any option that display a plugin

Expected Results

Selection in filters and in plugin category should be displayed in blue and have a hover state

Actual Results

Selection in filters and in plugin category are still displayed in grey and there is no hover state
