Have you considered using `runs.post` to report the result?

According to the docs there is a possibility to run an extra step when all steps workflow are finished.

I expect that this would simplify the workflow configuration to a single step one needs to add to the workflow, since the logic of reporting the final status can be taken care of by some code.
