I'd love to use this on my Windows machine but I have no clue on how to install this.

Open https://raw.github.com/claytron/pentadactyl-solarized/master/colors/solarized-light.penta , then run:
:!mkdir %USERPROFILE%\pentadactyl\colors\
:w! %USERPROFILE%\pentadactyl\colors\
:colorscheme solarized-light
To update, run the second and third lines
