bootstrap-datepicker datepicker3.css does not exist on cdn

Since the current version of bootstrap-datepicker is 1.2, this dependency is missing...best fix would probably be to update bootstrap-datepicker to at least 1.3 so the bs3 assets are present (in repo and on cdn).
development has finally been resumed on bootstrap-datepicker and 1.3.1 and 1.3.2 releases are currently being worked on - which should also take care of #873
