Support rubocop 1.23.0 with an associated channel

Same issue as #303, but for rubocop 1.23.0.

Create channel/rubocop-1-23-0 based on channel/rubocop-1-22-3.

I can make the PR to update channel/rubocop-1-23-0 with the right gem versions and any other appropriate changes.

Verified that the beta channel works in the codeclimate service.

Waiting for qltysh/qlty#1037 to check the CLI.

New codeclimate version, so I could check the CLI. The beta channel works.
