A localized climate resilient emergency portal (local.911) that is interconnected into local ISP’s allowing for the ability for visitors and community members to access emergency services even while a town is completely disconnected from all external communications. A user would only need to visit local.911 in their web browser to access 911 and other reporting capability like “i’m ok” or “we need this resource”. It is like Amature Radio (HAM) but accessible by all.
