MAF files contain duplicated alignment blocks

in 10_primates.epo, the id: 20060000229131 is present in two files 10_primates.epo/10_primates.epo.1_1.maf and 10_primates.epo/10_primates.epo.15_3.maf.

Change the definition of block_id in the schema to being an integer and derived from the MAF file directly
