graphite2 1.3.13 1002 on Windows broke harfbuzz

Solution to issue cannot be found in the documentation.

Issue

https://conda-metadata-app.streamlit.app/?q=conda-forge%2Fwin-64%2Fgraphite2-1.3.13-h57928b3_1002.conda does not contain graphite2.dll, that was present in previous builds of graphite2 package, and that is required by harfbuzz.dll .

This is creating several problems downstream as harfbuzz is recursively used in ffmpeg and qt:

• conda-forge/gymnasium-feedstock#32 (comment)
• conda-forge/opencv-feedstock#401 (comment)

Fast workaround for now it is just install conda install graphite2==1.3.13=*1000 .

Fixed by conda-forge/admin-requests#971, waiting for #15 to be merged so this will be fixed also for future releases.
