[DOC] Create a tutorial for external IP integration feature

Current status of IP integration feature in HCL:

  • Support HLS IP for AOCL and Vitis flow (tested with AOC18 and Vitis 2019.2)
  • Support RTL IP for AOCL flow only (tested with AOC18)
  • Fixed all known issues in #316 . The implementation should be pretty robust now (but still need more testing)

I will add some tutorials for HLS IP integration using Vitis in the new branch.
