[Test] Unit test tracker

This issue keeps track of the required tests for the backend changes. We will batch the tests and update the submodule commit to make sure the two repositories are aligned. Please feel free to change this list, attach the PR here, and mark as done when a PR is merged.

• Fixed point for hcl.select (cornell-zhang/hcl-dialect#178 -> #479)
• Unsigned type for memref::GlobalOp and reuse_at primitive (cornell-zhang/hcl-dialect#179)
