Mark, I think CPack is the way to go. I am working on it.

This branch now contains Docker files that can build packages for RHEL/CentOS-7, Ubuntu-16.04, Ubuntu-18.04, and Buster. If these pass tests then we can merge into master. I am working on a script that will build packages for all supported distributions in one-shot using Docker. Coming soon (I hope).

Libersial 1.0.0 is an Ubuntu 20.04 pacakge! Congratulations @crayzeewulf !
