Lack of popup on REPL selector widget is confusing

In the latest EAP versions, the user can choose which REPL they would like to send evaluations to using the REPL selector widget in the status bar. This popup is currently only shown when the REPL to use is ambiguous, but this has confused various users who expected to always be able to choose. The popup should always be available.
