Add possibility to add surcharges with catalog price rules.
After you installed this extension you can specify under "Promotions->Catalog Price Rules" new Rules with an action "To percentage of the original price" with a percentage > 100%. This allows you to have rule based surcharges on your products.
Tested with Magento 1.6.
