Feature request: auto-reload tabs on a timer

- Permit setting a timer on a specific URL
- Apply the timer to all tabs with that URL
- If a tab with that URL hasn't reloaded when the timer expires, reload it and restart the timer
- Restart the timer whenever the tab is reloaded manually
