Text in nave doc same as targeted heading

The text on the nave doc and the TOC needs to align with the text in the target headings. Right now the text is different and makes it confusing for the testers.

Indeed, headings in content document should match entries in TOC to the extent possible. We may like to have some scope of adjustments, because contextual information is not available in TOC.

The actual heading can sometimes be very long and may not be appropriate to be included in the TOC as is. Therefore, smaller text with similar meaning should be acceptable.
