Rare unknow 8" format

I made a dump of a very old 8" floppy. Presumably this is from the Multi-20, an analogue of the Microdata-1600

is it possible to make this format?

I had a very quick look --- it's single-sided soft sectored. I only see two
pulse intervals at 2µs and 4µs, which normally suggests FM, but no visible
data appears when using an FM decoder. Unfortunately the read is very bad
and everything above about track 10 is corrupt (the frequency histogram is
horribly smeared). I think the disk may have degraded with age, or being
stored near a magnet. Do you have any pointers to technical information?
