chicQualityControl fails with ImportError (conda version 3.7.2)

* `hicInfo --version = 3.7.2`
* `python --version = 3.10.13`

Downgrading to 3.6 seems to solve this

I published today a maintenance update version 3.7.3 which should fix this issue.
