[Publisher/Viewer] Add H.265 playback support on safari

The RTS player is able to broadcast H.265 streams as well from select sources and successfully playback on Safari.
We will be extending our viewer and publisher apps to also be able to do the same.
We will work with someone from the media server team and understand what's necessary and what all needs to change.
