Move mission_planner to farol (ramones branch)

Mission planner is currently a standalone package and repo. Data serializer from farol needs to import mission_planner messages. Moving mission_planner to farol would solve the issue of farol not compiling on its own (Jenkins CI/CD fails on build), as mission_planner package would then be present.
