ci: upgrade runner to ubuntu-latest

GitHub runner was downgraded from ubuntu-latest, i.e. ubuntu 24.04, to ubuntu 22.04, because of isort/isort-action#94
When the issue will be resolved, we will be able to use ubuntu-latest again.
