Data Disparities

There is a lot of research analyzing disparities in the way that environmental health protection laws like the Clean Water Act are enforced by the EPA and complied with by industry. There is also a lot of interest in both the US and Canada (Bill C-230) about “screening tools” that allow EPA staff and the public to visualize cumulative impacts on - and justify allocation of funding to - “overburdened” communities. The White House Environmental Justice Advisory Council hopes such tools can be extended and developed to ensure that funding from infrastructure and climate bills can be allocated to those communities that have been the most harmed by toxics and fossil fuels.

Making climate and environmental justice investments data-driven only works if the data is good. Unfortunately, we are well aware that it is not! Our goal in this project is to illustrate data ambiguities, uncertainties, gaps, and disparities to inform the high-level discussions around justice screening tools. Such data gaps matter because if they are used in efforts like Justice40, they will shape which places count as an EJ community and which don’t, and who does and does not get money.

Template

Based on the EDGI Repo Guidelines at https://github.com/edgi-govdata-archiving/overview/blob/main/repo_guidelines.md

This repo is a template for all EDGI templates. Replace this paragraph with a description of the repo.

How to start contributing to this repo

  • Instructions go here
  • Developer setup (if relevant)
  • Slack channel (if relevant)

Suggestions for additional components of Readmes:

  • A "How to use" section if the repo's project is a tool or website
  • A link to the good-first-issue label (this link across EDGI, or a specific link for the repo)
  • Highlight "ready" label on issues to mean "this is an issue that is ready to work on and needs an owner"
  • Additional badges at the top, such as code quality indicators
  • "All contributors" listing, following these additional guidelines (example: web-monitoring-db contributors list):
    • Compact representation without avatars (less visual noise; easier to focus on contributions)
    • Icons are links with title attributes (accessibility)
    • Alphabetical order by surname/name/username (to eliminate implied ranking)
    • Presence in the list (and the name used) is optional and up to the contributor (not everyone wants to be listed — we offer, but do not add unless someone explicitly says yes)

When using this template, please look through all of the files to ensure they apply to the new repo.
