Debian package update

Debian's php-elisp package has not been updated last since 1.13.5. This is the version released in July 2014.
This version does not yet support PHP 7 syntax, so it is not suitable for modern PHP code editing.
We may need to contact the Debian package maintainer team.

repository.Both of the PHP language and php-mode have improved in recent years, so I want
to update this package to the latest version. The current php-mode is
compatible with Emacs 24.3 and probably does not break compatibility
with other packages.Can we help you with this problem?
