Release xtgeo 4.0

xtgeo 4.0 contains numerous breaking changes that have been in a deprecated state from anywhere from 3 years to 6 months. Hence we should expect to receive some feedback from users about it.

• xtgeo 4.0 will be released only to RMS 14.2.2 environments and greater (e.g., Python 3.11)
• We may very well be able to release it to Komodo stable as well. So far, bleeding runs have completed to success, but we could check on this and/or coordinate with SCOUT so we can revert it quickly if need be
• We should issue an announcement to users again on Viva EnYammer that highlights the deprecation guide
• We should consider what other pro-active actions we can take to make the transition to RMS >=14.2.2 smoother for assets, e.g. working with shared services
