Quake 2: Surface Lights no longer emit light on Alpha 3

Following the tutorial at https://www.youtube.com/watch?v=jDyfpSgnjDc I'm expecting a result similar to theirs at the following timestamp https://youtu.be/jDyfpSgnjDc?si=obBPRv9_-qMHeaKL&t=1035 however I'm left in a pitch-black room.

Oddly enough, the light texture itself lights up but no lights seem to be detected according to VIS/LIGHT. Happens even with only the base required parameters to compile the map

Room is similar to the one in the video: big box with a smaller box that has one surface set up as a light. Point lights work fine.
